On the afternoon of December 19, Pan Biyi, Secretary of Party Committee and Chairman of MCC19 led a delegation to visit Liu Huiying, Secretary of Deyang Municipal Party Committee and Secretary of Party Working Committee of Kaizhou New Town. They exchanged opinions on accelerating the execution and implementation of the EPC of urban and rural integrated construction project (Phase I) of Kaizhou New Town (hereinafter referred to as “Kaizhou New Town Phase I Project”).

　　Liu Huiying extended welcome to the Pan Biyi delegation and briefly introduced future development planning of Kaizhou New Town and basic information on the Kaizhou New Town Phase I Project. Then Liu Huiying provided a detailed introduction to the construction progress and key milestone plan of the project, and expected MCC19 to complete preliminary preparatory work such as fence set-up, project department large-scale temporary facilities construction and temporary power and water facilities construction in engineering pilot section as soon as possible, with an aim to lay a foundation for wider rapid commencement of the project. According to Liu, all participants of the Kaizhou New Town Phase I Project should exert respective advantages and carry out communication and coordination to ensure the smooth implementation of the project. It was hoped that MCC19 would continue to demonstrate responsibility and dedication as shown in the DFSTW post-disaster reconstruction project and build another high-quality and benchmark project.

　　Pan Biyi extended thanks to Liu Huiying for her warm welcome and trust in MCC19, and briefly introduced the development status of MCC19. He said, established during the “Third Front Movement” of China, after over 50 years of hard efforts including northward and eastward movements and second venture, MCC19 has developed into a large-scale comprehensive construction enterprise with more than 30 subsidiaries, created the “Western Pioneers” business brand, and established the “Western Pioneers Reassure All Owners” industry reputation. According to Pan Biyi, MCC19 will make full efforts in the coordination of all resources, properly carry out project implementation planning with design organizations, and dispatch a team with strong construction skills and excellent management capabilities to fully facilitate the project, with a view to ensuring the completion of project construction in a high-quality and efficient way. Meanwhile, MCC19 will strive to build the project into a standardized civilized construction site, demonstration project and corruption-free project, with a view to reviving the construction of DFSTW and manifesting business brand so as to help support the construction of Kaizhou New Town and facilitate the social and economic development of Deyang.
